A situation has arisen where an Indonesian technician working at Korea Aerospace Industries (KAI) was apprehended while attempting to illegally export confidential information about South Korea’s advanced supersonic fighter, the KF-21 ‘Boramae.’ While no critical technology has been confirmed as leaked, it appears that the individual was in possession of a significant amount of data.

It was discovered by officials from the Defense Acquisition Program Administration and other sources that on the 17th of the previous month, an Indonesian state enterprise researcher named Mr. A, collaborating on the KF-21 development, was trying to leave the KAI headquarters in Sacheon, Gyeongsangnam-do with multiple portable storage devices (USBs) loaded with copious data on the project’s development stages.

An official from KAI commented, “The Indonesian technician was detained at the company’s security checkpoint,” and “The National Intelligence Service, the Defense Acquisition Program Administration, and the Defense Counterintelligence Command were immediately notified. An ongoing investigation shows no sign of the leakage of vital technologies or classified information.”

A joint investigative group including the National Intelligence Service, the Defense Counterintelligence Command, and the Defense Acquisition Program Administration is now scrutinizing the details of the attempted leak. The Indonesian technician has been prohibited from exiting Korea during this ongoing inquiry.

Risk of Diplomatic Strife Following Exposure of Data Approved by the U.S.

An official from the Defense Acquisition Program Administration expressed, “We are probing the circumstances behind the attempted technology leak by the KF-21 Indonesian technician in collaboration with the National Intelligence Service and other organizations,” adding that “We must await the investigation’s findings to understand the full scope.”

Reports indicate that the data on the USB devices recovered contains highly sensitive information that could have significant diplomatic repercussions concerning the development of the KF-21. Particularly troubling is the inclusion of data pertaining to the “Export Approval (E/L)” issued by the U.S. government, which can potentially trigger diplomatic disputes between South Korea and the United States.

The contentious issue lies with one of the 49 varieties of data found on the USB devices, which encompasses technology sourced from Lockheed Martin, an American defense firm, that had American export approval. Should the Korean government wish to share such information with the Indonesian authorities, they must acquire an additional export approval from the U.S. The mere presence of this data on the intercepted USB devices could be cause for the U.S. government to file a complaint against Korea.

The Korean government is treading cautiously, opting not to overreact to the incident.

According to a KAI representative, “To date, no data infraction relating to the Defense Industry Technology Protection Act or military secrets has been identified,” emphasizing that the bulk of the data is considered general information, downplaying the potential for the controversy to escalate.

A government insider remarked, “It appears the data the Indonesian technician sought to leak does not contain any strategic technology,” and noted, “The data is being analyzed for any critical content.”

The government’s prudent approach to the unfolding technology leak scandal suggests it is wary that the incident could spawn not only diplomatic problems but also negatively impact the schedule for future fighter jet development and exports.

This event could very well escalate into a full-blown diplomatic issue between South Korea and the U.S., particularly if unauthorized data sharing of export-approved technologies occurred. It is of significant note that the Korean government hastily reported the incident to the Defense Security Cooperation Agency, which is part of the U.S. State Department, by the end of the last month, in anticipation of potential grievances from the U.S. government if left uninformed.
